South Korea, Australia and Portugal Lead OECD Digital Government Index 2025
South Korea retained the top spot for the second consecutive cycle, achieving a composite score of 0.95. The country demonstrated particular strength in digital‑by‑design policies, data‑driven decision making, government platforms and proactive service delivery standing as the only OECD member to surpass a 0.90 score. Australia followed with a scor
e of 0.88, reflecting sustained investment in digital strategies that enhance service delivery and citizen engagement. Portugal moved up to third place with a score of 0.86, climbing from 11th in the 2023 index driven largely by advances in unified digital infrastructure and interoperability across government agencies. The index evaluates 42 OECD countries across six policy dimensions, including user-centered design, data use and proactive services, providing a comprehensive picture of how governments are transforming operations through technology. Other high performers include the United Kingdom, Norway, Estonia, Ireland and Denmark, each scoring above 0.80. Chile also entered the top 10 following substantial improvements in digital governance capabilities. The report comes at a time when governments worldwide are accelerating digital transformation to improve transparency, streamline services and enhance citizen interaction.
